Pros
Temporarily boost 3 magic levels. A +3 magic level means that you increase the consistency of your attack and the accuracy of your attack. Also it allows you to cast spells that are above your original level. For example if you have a level 57 magic a wizard's mind bomb will boost your magic level to 60 temporarily, allowing you to cast fire blast for a while. Boosting 3 levels for magic is especially good for low level battle since bolt spells can defeat an opponent within 1-2 shots. If you are starting a pure mage account you can pk at castle or varrock and easily own those players with wizard mind bomb.
Cons
The side effects of the wizard mind bomb is that it decreases your defense by 4, attack decreases by 3, and strength decreases by 4 temporarily. This makes you vulnerable against all attacks and your melee attacks will be less effective. I suggest you use wizard bomb when pking or castle luring with a team. Since Wizard bomb increases accuracy and consistency of attack your chances of getting the drops from the kills increases (This may vary because some of your teammates may have an attack that exceeds yours).
Note: Remember the max damage for a mage in non-member is 16 (fire blast) and if you have magic level above 60 you will just improve your consistency and accuracy of your attacks.
