You obviously need to finish rune mystery quest to unlock the runecrafting skill. You can start the quest by talking to Duke Oracio in Lumbridge Castle. Then when the quest is done you'll get a nice air talisman that will work.
You can buy a normal Tiara at Al-Kharid then go in the air temple and make the Tiara into a Air Tiara byclicking the Tiara then the Air Altar. You can just simply buyjan Air Tiara or buy nothing. So if you didn't know that if your runecrafting is higher you will craft more runes per essence (at level 99 you could craft 10 air runes per essence). Now go mine some rune essence or buy them 20 ea. Now you can head to Falador were you can find the Air temple and the bank very close to it. So now you can start rune craft your essence. When you have a lot of rune essence go to Varrock Big bank sell them 15 each or you can use them for you personal magic use.
Now that you have money you could make 2 air runes now per essence with the money you earned buy more rune essence. Head to Falador, Start Rune crafting, use all your essence, go to Varrock, Sell them, Buy more ess and repeat this process you will get a high level of rune craft and you can win money after when your rune crafting is very high!

This will not really get your rune crafting higher but first GO TO WORLD 16,get 25 rune essence, go to falador, un-note them, go in Air Temple, Some High level players will say "Open 2k" you give them 25 ess they'll give you 25 noted ess and 2k repeat this process for 1 day you will get 1 million gp!!!
