A good way for members with patience to train is by playing pc. You will get 4 points if you are lvl 100+ and win , and if you save up until you have 100 points, you will get 10% extra experience. And 100 points is 40-50k experience. It works well when leveling in combat.
For Free To Play players, I would suggest fighting in the stronghold of security. The end of lvl 2 and the beginning of lvl 3 work very well. The exp make take awhile, but I will show after some time! And this is the best and fastest exp in non-members. Better than lesser demons of which use too much food.
A good way to make cash is buying about 4k cowhides for 100gp each, tanning them into hard leather(which costs 81gp for 1 load of 27) and selling at the Grand Exchange for 150gp each. That will turn your 400k into 600k just like that. Repeat the process.
For members, I would just suggest fishing. Fish mainly at the fishing guild, as it is faster than in catherby and karamja. Be patient here too. The cash will load in with time.
When playing pest control, always wear full dharoks! The set effect is absolutely terrific if you want to hit very hard on the portals and possible destroy them in one hit. The max hit with full dharoks is 112, recorded by a player with 99 strength. On YouTube you can see people hit 110 with full dharoks. This is proof.
