Go beside it and hide so you are out of site. Therefor if your target was a sniper, and he wanted to shoot you back from round the corner bend, he wouldn't get you. Now, at this point your target might of sticked out his head a tiny bit to snipe you. But he doesn't see you because you are hiding. You have moved, confusing him. Now is your chance. You, also stick your head out a little and scope. Shoot him!
However, if you miss(again), run out of office and change locations as now he knows your trick and his teammates might be running towards office.
Close Range
I find this a hard part of sniping, because of the fact that most enemys (at close range) will own you easily with a sprayer. If they are sniping, they will jump around and it is hard to hit them.
The trouble with most people with this is that they do not seem to scope. I have spectated many people when they snipe, and at close range, some of them do not scope. This is a serious mistake.
Some people just think scoping is for far targets. Wrong! In fact, no matter how close , how far, how high, how low the target is: ALWAYS SCOPE.
It is not as easy as it sounds, even if you do scope it is very hard to hit a jumping target at close range. Here are some useful points to help you remember.
Snipe vs Snipe (close range)
If you are being sniped by another sniper, always jump so it is hard for them to hit you.
If the other sniper is jumping, DO NOT TRY TO HEADSHOT you will fail. In fact aim for the body and it will hit at the neck if he/she jumps.
Don't waste all your shots at once, you usually end up pistoling or shotgunning each other.
Do not have a constant pattern in your jumps. As the enemy can see the pattern and try to use it to their advantage.
Instead of jumping up and down on the spot, jump left and right too.
Sometimes when jumping, crouch down and take a shot at them.
Sometimes when jumping, change to knife and quickly jump around them and towards them. Take a shot. (this move takes practice to master)
Do not turn your back to the enemy. As it is hard for you to know which way to jump.
If the enemy draws out a knife, DO NOT DRAW OUT YOUR KNIFE. They might be trying to trick you, instead it is just easier to pistol them or snipe them.
Now here are some useful tips to remember when you are sniping a sprayer at close range.

Shoot fast, do not hesitate. If you do, you will die easily.
Try not to miss, the most important is always the first shot. If you miss, most likely you will be dead.
If you are good enough, jump around them so they cant shoot you as much. Do not forget to snipe!
Quick Scoping
Ok. Now we move on to quick scoping.
Quick scoping is the most important thing a pro sniper should master. Infarct, this is what you should master first as most of the kills come from quick scoping.
Quick scoping is just like normal sniping but faster. For example: You see an enemy running out. You quickly scope and withing half a second you shoot him and he is down. That is what quick scoping is. It is very useful against sprayers, rushers and runners.
This skill is very different to other skills. It comes quite naturally. If you have been a sniper for quite a long time, you will learn to quick scope by yourself before you even know it. They key factor is to flicker. When you scope, flicker your mouse towards the target and shoot. You can practice this many times until you know naturally how fast, how far and how high or low to flicker. Here are some useful tips.
Don't try to headshot, you just won't get it.
If the person is running towards you, aim for the body. If you do not kill them in one shot, you will most likely die.
Listen to sound so you know when the enemy is coming. Therefor you are ready before hand.
If you do miss, move sideways and conceal yourself behind a box or a truck or inside a building. Do not stay where you are.
However, if you are in open space with only you and the enemy(sprayer), then you should scope and shoot fast. If you miss, don't run, just scope again and shoot again.
If the enemy is running at a far distance, you will most likely miss. Try again, usually it takes 2 shots to hit someone running at a far distance.
